1. Graduate Conditional CoE Requirements - Start-Year Admission 2026

Aimed at assisting students to obtain an electronic Confirmation of Enrollment (eCoE) as early as possible with a conditional offer letter, so as to apply for a student visa in time and enroll on time.

Conditional CoE Application Deadline:

  • Standard Courses: October 31, 2025
  • Courses with Early Deadlines: September 30, 2025

1 Eligibility

Applicants who meet all the following conditions can apply for a conditional eCoE for admission at the beginning of 2026:

  1. The application is managed by an education agent authorized by the University of Melbourne;
  2. The applicant has met the English language requirements;
  3. The applicant is currently in the last semester of their current course;
  4. The student's offer letter includes only the submission of final transcripts and completion certificates as additional conditions to confirm that they meet the admission requirements for courses starting at the beginning of 2026;
  5. The agent judges that the student is expected to meet the academic conditions listed in the offer letter. The agent must review the student's grades to date and confirm that they are expected to complete their current studies and meet the admission criteria.
⚠ It is not recommended to submit a conditional eCoE application for students with borderline grades. Such students should wait for the final grades to be announced before making a normal application.
  1. The education agent has confirmed with the grade issuing institution and ensured that the final grades and official completion certificates will be issued by January 15, 2026. If they cannot be provided by this date, please contact the university admissions team as soon as possible to confirm whether a late submission is possible.

2 Application Process:

  1. Education agents must upload the following materials by the conditional eCoE application deadline: a) A completed conditional eCoE application checklist; b) Certified transcripts (including at least up to the 5th or 7th semester, i.e., all grades of the penultimate semester), clearly showing that the student's current grades are sufficient to meet the admission conditions; c) If a grade scale explanation has not been submitted previously, a complete grade scale conversion standard must be provided. If the transcripts are in letter grades, the corresponding numerical grade standards must also be provided.
  2. If the application is approved, the admissions office will issue an updated conditional offer letter.
  3. The agent must complete the following operations by the conditional eCoE acceptance deadline: submit the online acceptance form; pay the tuition deposit and Overseas Student Health Cover (OSHC) fee.
  4. The admissions office will issue the eCoE and note the admission conditions in the eCoE.
  5. Regarding OSHC: If the student has paid the corresponding fee and the university purchases OSHC on their behalf, there is no need to provide BUPA's 8-digit number when applying for a visa. The information recorded in the eCoE is sufficient. The university will purchase OSHC uniformly after the student meets the admission conditions in January 2026, unless the student requests an earlier arrangement.
  6. Education agents must upload the final transcripts and official completion certificates through the student application page by January 15, 2026: a) If the student meets the admission conditions, they will be officially admitted. Please note: The offer letter will not be reissued. The admissions team will provide the next steps and registration process via email. 👉 It is recommended that students do not enter Australia until they receive official notification from the university. b) If the final grades do not meet the admission conditions, a notice of non-fulfillment will be issued, and the student's eCoE will be canceled. c) If the student does not submit the required documents by January 15, 2026, their eCoE will be canceled, and the student can choose to defer or reapply for the next round of admission.

Please review the attached forms for further information:

  • Information for Representatives – Start Year 2026 Conditional CoE Graduate students

Please remember to check that the applicant is tracking above the required minimum score before submitting a conditional CoE request. Students with borderline results or those below the minimum requirement can’t be considered. Please use Study pages and the Graduate Calculator to determine the minimum score.

In the checklist, you are asked to provide the institution and date the final results and official completion statement will be issued. Please check with the issuing institution on the date of final results release and completion (rather than solely relying on the student to provide this information).

You may not need this for Onshore students, but I have also included the information for undergraduate students. Please review the attached forms for further information:
