As Provost, I wanted to personally write to you to express our university's deep regret. On Friday, November 1, Dr. Jonathon Strauss, Registrar and Director of Student Services, sent you a message informing that the university is close to reaching the proposed New Overseas Student Commencements (NOSC) cap for international students. This cap is part of the proposed enrollment limits in the Australian Government's Education Services for Overseas Students Amendment (Quality and Integrity) Bill 2024 (ESOS Bill).
As stated in the notice, any offer not accepted by 1 PM on Friday, November 1, has been withdrawn and can no longer be accepted.
As our esteemed partner, you andprospective students who have not accepted offers have been informed,UNSW will initiate a new offer round on Thursday, November 21, 2024, releasing a limited number of offers for programs still available for 2025.
I want to acknowledge the confusion and concern caused by the government's proposed enrollment limits, especially for prospective students wishing to study at UNSW, and explain why we acted so swiftly.
In recent years, due to our strong educational quality and growing reputation, UNSW has experienced unprecedented demand growth, including rising to 19th in the 2024 and 2025 QS World University Rankings. The strong increase in demand to study at our university, coupled with the Australian Government's proposed cap on international student enrollments and UNSW's indicative NOSC limit as part of the proposed enrollment limits through the ESOS Bill, means UNSW could risk exceeding the proposed limit without taking pre-emptive measures if the legislation is passed. If the university exceeds its total enrollment limit, the university's CRICOS registration will be suspended for all programs and locations for the 2025 calendar year. This is why we acted as soon as we received advice from the government that the university was close to reaching its enrollment limit. UNSW values international students and their contribution to the university and is disappointed that some international students may not be able to study at UNSW in 2025. We value the diverse perspectives international students bring to our campuses, disciplines, and classrooms. We also remain committed to driving progress for all, ensuring access to excellent learning and teaching, and using our research and skills to tackle significant challenges facing NSW, Australia, and the world.

Dr. Strauss wrote to you advising that the University is close to reaching its indicative New Overseas Student Commencements (NOSC) limit as part of the proposed enrollment limits being introduced through the Education Services for Overseas Students Amendment (Quality and Integrity) Bill 2024 (ESOS Bill).
As advised, any offer which had not been accepted by1 PM on Friday, 1 November 2024was withdrawn and no longer able to be accepted. As valued partners, you and our prospective students who had not accepted offers, were advised that we will now be introducing offer rounds for international admissions. These are due to commence onThursday, 21 November 2024with a limited number of offers to be released for programs where there is still availability for 2025.
