Within-country applications for Form I-485 are no longer accepted; applications for visitor visas must return to their home country; other visa applications can be considered, but a genuine student requirement questionnaire must be filled out; there are new requirements for transferring schools within the country.
Queensland University of Technology (QUT)

In line with the recent DHA policy change, I would like to provide an update on QUT’s new policy regarding onshore applications.
Effective immediately, QUT will no longer consider onshore applicants holding the following visa types:
- Temporary Graduate visa (subclass 485)
- Visitor visa (including subclasses 600, 601 and 651)
Applicants holding a 485 or visitor visa must return home and apply from offshore. Additionally, they must provide a Genuine Student Requirements Questionnaire along with their application documents.
What to include in the Genuine Student Requirements Questionnaire?
- Give details of the applicant’s current circumstances. This includes ties to family, community, employment and economic circumstances.
- Explain why the applicant wishes to study this course in Australia with this particular education provider. This must also explain their understanding of the requirements of the intended course and studying and living in Australia.
- Explain how completing the course will be of benefit to the applicant.
- Give details of any other relevant information the applicant would like to include.
Answers must be written in English, with a maximum of 150 words per question.
Onshore applicants with any other type of non-student visa (e.g., working holiday, covid visa, dependant visa) will be considered. However, please note:
- Full prior visa history will be taken into consideration, and an extensive Australian visa history (>5 years) is of concern.
- Must provide a Genuine Student Requirements Questionnaire.
- For dependant visa holders transferring to a student visa, self-funding is expected by DHA. Therefore, QUT expects agents to conduct a complete financial check for their students.
Onshore students wanting to transfer to QUT from another institution will be considered:
- Remember transfer restrictions is 6 months (not one semester) after commencement of principal course.
- A good enrolment history, i.e. enrolled in the full-load every semester will be beneficial.
- Must provide a Genuine Student Requirements Questionnaire.
- Cover the reason for changing provider/disciplines (if applicable).
- Student visas are granted on the basis that they are doing and completing a course in a specific discipline at a specific provider.
- We may request a copy of their prior student visa application documentation.
- The following students who have one or more of the following attributes are more likely to be considered non-genuine (pending full assessment):
- Poor enrolment record.
- Continual poor grades.
- Dropping down study levels from any of their studies.
- Staying at the same study level if the student has/will complete their study onshore.
- Changing their preferences without a plausible explanation or evidence.
