澳洲学生签证再出新规! 115号部长令登场，优先级更新
澳洲移民局官网今日发布了有关学生签证审理的新法案：115号部长令。MD 115新规将于11月14日起正式取代MD 111。
MD 115将结合移民局之前给出的2026年每个澳洲院校的招生阈值（俗称“配额“），根据实际境外学生签证申请人数是否达到招生阈值的80%, 115%来将签证审理等级分为P1、P2和P3三个级别。
Priority 1、优先审理级别
符合以下条件：
1.未达到80%招生阈值的高等教育机构及VET院校
2.以下类别：
1）school sector中小学课程学生
2）non-award非学位课程或short exchange短期交换项目学生
3）standalone ELICOS纯语言课程学生
4）TAFE课程学生
5）飞行员培训课程学生
6）研究型硕士或博士课程学生
7）外交部，国防或澳洲国家奖学金学生
8）太平洋岛国与东帝汶学生
9）跨国教育项目学生
10）符合法案中8（4）情况的有未成年子女同行的“后续入境者”的学生
Priority 2、标准审理级别
符合以下条件：
1.已达到80%但未超过115%招生阈值的高等教育机构及VET院校
2.符合上述P1中2. 10）特定条件以外的学生家属类签证（subsequent entrant）
Priority 3、较低审理级别
超过115%招生阈值的高等教育院校及VET院校
另外，MD 115新规明确了关于签证审理级别重新计算的周期为：
每年的11月15日至次年的11月14日。
举例：针对2026年入学的境外学签申请人，2025年11月15日起递交的签证申请将按照2026年最新的招生阈值标准来区分审理的优先级别。
除此之外，MD 115新规还再次强调了：
1.P1-P3只是影响学生签证的审理优先级别，并不影响学生签证的审理结果；
2.学生签证的审理结果还是依据每个申请的个人及家庭背景等综合因素来判定，且重点强调了“诚信问题“。—— 这意味着接下来的学签审理移民局依旧会重点关注所有材料和信息的真实性，抽查或调查材料依旧不会放松。
The Australian Department of Home Affairs announced a new student visa processing bill on its official website today: Ministerial Direction No. 115 (MD 115). The new MD 115 will formally replace MD 111 starting from November 14.
MD 115 will integrate the 2026 enrollment thresholds (commonly known as "quotas") for each Australian educational institution previously released by the Department. Based on whether the actual number of offshore student visa applications reaches 80% or 115% of the enrollment threshold, visa processing will be classified into three priority levels: P1, P2, and P3.
Priority 1 (Highest Priority Processing)
Eligibility criteria:
- Higher education institutions and VET colleges that have not reached 80% of their enrollment threshold.
- Applicants in the following categories:
Priority 2 (Standard Processing)
Eligibility criteria:
- Higher education institutions and VET colleges that have reached 80% but not exceeded 115% of their enrollment threshold.
- Subsequent entrant (family member) visas that do not meet the specific conditions outlined in P1 2.10 above.
Priority 3 (Lower Priority Processing)
Higher education institutions and VET colleges that have exceeded 115% of their enrollment threshold.
Additionally, MD 115 clarifies the cycle for recalculating visa processing priority levels:November 15 each year to November 14 of the following year.
Example: For offshore student visa applicants enrolling in 2026, applications submitted from November 15, 2025 on wards will be assigned processing priority levels based on the 2026 updated enrollment thresholds.
Furthermore, MD 115 re-emphasizes the following:
- The P1-P3 levels only affect the priority of student visa processing, not the outcome of the visa application.
- Visa outcomes will still be determined based on comprehensive individual and family background factors of each application, with particular emphasis on "integrity issues." This means the Department will continue to focus on the authenticity of all materials and information in subsequent student visa processing, and random checks or investigations of documents will not be relaxed.
