I wanted to write to you as Provost and express my deep regret on behalf of the University following the message you received from my colleague Dr Jonathon Strauss, Registrar & Director of Student Services, on Friday, 1 November. Dr Strauss wrote to you advising that the University is close to reaching its indicative New Overseas Student Commencements (NOSC) limit as part of the proposed enrolment limits being introduced through the Education Services for Overseas Students Amendment (Quality and Integrity) Bill 2024 (ESOS Bill).
As advised, any offer which had not been accepted by 1pm on Friday, 1 November 2024 was withdrawn and no longer able to be accepted. As valued partners, you and our prospective students who had not accepted offers, were advised that we will now be introducing offer rounds for international admissions. These are due to commence on Thursday, 21 November 2024 with a limited number of offers to be released for programs where there is still availability for 2025.
I want to acknowledge the confusion and concern the government’s proposed enrolment limit has caused both for you and for the prospective students who hope to study at UNSW and to explain why we acted so quickly.
UNSW has seen unprecedented demand over the last couple of years due to the strength of our offerings and our exceptional and growing reputation, including rising to 19th in the 2024 and 2025 QS World University Rankings. The very strong increase in demand to study at our University, coupled with the Australian government’s proposed legislation to cap the number of international student enrolments and UNSW’s indicative NOSC limit as part of the Government’s proposed enrolment limits through the ESOS Bill, means UNSW could risk exceeding the proposed limit without taking pre-emptive measures if the legislation is passed. If the University does exceed its total enrolment limit, the University’s CRICOS registration will be suspended for all programs and locations for the 2025 calendar year. This is why we acted as soon as we received advice from the government that the University was close to reaching its enrolment limit.
UNSW values international students and the contribution they provide to UNSW and is disappointed some international students may not be able to study at UNSW in 2025. We value the diverse perspectives international students contribute to our campuses, disciplines and classrooms. We also remain committed to driving progress for all, ensuring access to excellent learning and teaching and using our research and skills to tackle significant challenges facing NSW, Australia and the world.
